Heads of the Yamal municipalities visited the Noyabrsk CCPP

The purpose of the visit was to get familiarized with the operation of a major industrial enterprise in the region. The first startup complex of the Noyabrsk CCPP was put on-line in July 2010. In over a year the plant generated 1100 million kW/h and continues to operate in the normal operation mode. Currently the Noyabrsk CCPP provides for 10% of the total District energy demand.
During the visit the guests attended a presentation of JSC “YamalCommunEnergo” that was founded in 2011 by two large interregional holdings: “STS Corporation” and “Intertechelectro – New Generation” (owner of the Noyabrsk CCPP). At the meeting the Companies were represented by: Tatyana Chernykh, Deputy Chairman of the LLC “STS Corporation” Board of Directors; Nikolay Kazakov, General Director of LLC “STS Corporation”; Stanislav Karapetyan, General Director of LLC “Intertechelectro – New Generation”. In august 2011 an agreement for cooperation in the housing and public utility sector was signed between the YNAD government, LLC “STS Corporation” and LLC “Intertechelectro – New Generation”. The main goal of JSC “YamalCommunEnergo” is to ensure efficient operation and development of the public utility infrastructure facilities in the YNAD territory, based on the public-private partnership pattern. The start-up authorized capital amounted to 100 million rubles. Before everything else, these funds will be used for settlement of the debt for fuel resources and payment of the overdue salaries to the personnel of municipal enterprises in the housing and public utility sector.
According to First Deputy Governor of the Yamalo-Nenetz Autonomous District Eugeny Miskevich, “today big investors have come to Yamal in earnest and for long, unlike companies with nothing but a piece of paper and a pen. They have already invested in the CCPP construction 3 billion rubles from their own funds, plus they took out a loan from Sberbank. The Noyabrsk CCPP is one of the most efficient power plants in Russia and the only one, financed by a private investor outside the scope of a capacity delivery agreement with the government authorities. These companies have serious plans for further investments in the Yamal power, housing and public utility sector”.
The municipality heads learnt about the “STS Corporation” and “Intertechelectro – New Generation” activities. They met the JSC “YamalCommunEnergo” executives: Executive Director Michael Gilev and his deputies, in charge of the Company activity segments.
