Dmitry Kobylkin, YNAD governor, has visited Noyabrsk CCGT power plant

Dmitry Kobylkin, Governor of the Yamal-Nenets autonomous district, under the working trip has visited the Noyabrsk CCGT PP.

During the visit the governor has inspected the turbine hall, 1st power unit, complete SF56 switchgear buildings and general control room. Mr. Kobylkin listened to the report of the LLC Intertechelectro-New Generation management concerning the station preparation for putting into operation.

«The Noyabrsk CCGT PP construction is a very interesting project for Yamal, in particular, and Russia, in general, - stressed Dmitry Kobylkin – «The positive point is that private investors can construct such critical facilities. Construction of the Noyabrsk CCGT PP is strongly necessary considering the power deficit we have today. We must build such facilities, we just need them. This is what we call the Yamal economy diversification. It’s really good. And we, representing the power, will make advances to the investors implementing such projects».

At present the 1st and 2nd units’ main and auxiliary equipment is installed on the site, flue stacks are mounted. The 110 kV SF6 complete switchgear is installed and commissioned, gas pipeline for the station gas supply is assembled, works on electric power distribution are performed according to the specification on the Noyabrsk CCGT PP connection to the OJSC Tyumenenergo electric mains. Work benches in the administrative and auxiliary buildings are completely equipped. The 1st power unit has passed comprehensive testing what showed the plant readiness for operation and electric power distribution to the market.

The Noyabrsk CCGT power plant is one of the most innovative facilities of such kind in Russia. The station installed electric capacity is 122.6 MW, the thermal one being 95 Gcal/h. It constitutes the first stage of implementation of the “Industrial Urals-Polar Urals” Project power unit and is included into the summary forecasted balance of electric power generation and supply within the framework of UES of Russia. Intertechelectro-New Generation group of companies constructs this facility. Financing of the Sberbank of Russia represented by Srednerusskiy bank and Zapadno-Sibirskiy bank, and bank Agropromcredit was attracted for the project implementation.

The plant will work based on modern combined cycle of electric and heat power generation allowing reducing by time and half fuel consumption for the output unit production as compared to existing stations. The Noyabrsk CCGT power plant fully complies with the conditions that the RF Government now lays for the generating companies with regard to provision of efficiency on the generation stage and environmental security in electric energy production.
