CJSC “Intertechelectro” and “IES-Holding” signed a general contract for the Kirov HPP-3 capital improvement

General Director of CJSC “IEC” Yevgeny Olkhovik and General Director of CJSC “Intertechelectro” Vladimir Babyak signed a general contract for the capital improvement of Kirov HPP-3.

Pursuant to the reached agreement, the Contractor scope of work includes construction and erection of all the facilities and installations, procurement of the auxiliary equipment package, pre-commissioning and commissioning work. Integrated testing of the modernized plant is scheduled for February 14, 2014; the capacity verification procedure shall be carried out by May 1st, 2014.

“The capital improvement of Kirov HPP-3 has been the largest generation project in the Kirov region over the past decades; it will give an impetus to the regional economy development, providing for a reduction in the existing energy shortage, and facilitate the implementation of a number of economic and social objectives. We are confident that “Intertechelectro” is a reliable partner, who will help us implement this large-scale project in due time and in compliance with the relevant quality standards,” emphasized First Deputy General Director of CJSC "IES-Holding" Andrew Wagner.

According to General Director of CJSC "Intertechelectro" Vladimir Babyak the Company has accumulated ample experience in the construction of combined cycle power plants, similar to the envisaged by the project CCPP at Kirov HPP-3. For instance, last June the Company commissioned the third power generating unit at Chelyabinsk HPP-3, which is identical to the future CCPP in Kirovo-Chepetsk in terms of capacity and the main equipment configuration. “The fact that the project has passed the state expert review, the construction permit has been obtained and the main equipment ordered, will allow our Company to meet the tight two-year construction schedule”, summarized Vladimir Babyak

The IEC-Holding priority investment project of the Kirov HPP-3 capital improvement provides for commissioning of a 220MW CCPU. The project implementation will allow for subsequent gradual decommissioning of the HPP outdated equipment. The capital improvement of HPP-3, a Kirov branch of JSC “TGC-5”, is carried out within the framework of the priority investment projects that provide for the plant generating capacity increase. The main project objectives include the electric and thermal capacity increase to cover the existing in the Kirov power system electric energy shortage, and replacement of the equipment with expired economic life.

The planned investment volume to be allocated by the IEC Holding for the project implementation, exceeds 10,2 billion rubles.

Kirov HPP-3 is located within the Kirovo-Chepetsk city limit. The power plant is the only heat supply source in the town. The current Kirov HPP-3 electric capacity is 149MW and its thermal capacity is 813Gcal/h. The annual plant electric power output totals 534,6million kW*h and the heat output amounts to 1388,9 thousand Gcal.
