“Intertechelectro” and SoWiTec have set up a joint venture to implement a wind park construction project in the Kurgan region.

On behalf of CJSC “Intertechelectro” the new JV founding documents were signed by Vladimir Babyak, General Director, and on behalf of SoWiTec - by Gerd Hummel, Managing Director.
The joint venture has been set up by the companies on a parity basis. Provisionally, the wind park will be located in the Shumikhinskiy district of the Kurgan region. Currently wind measurements are in progress at the prospective construction site. If the project feasibility is verified, the Kurgan region will be the first one in the Urals area to provide commercial “green” energy to consumers. While the wind measurement is underway the Parties plan to carry out the project design activities, including the choice of the wind park optimum architecture, specific equipment and vendor selection, as well as organizational activities: plot selection and the relevant legal formalities, obtaining of the requisite licenses and permits. During the first stage of the project LLC “Kurganskaya WPS” intends to develop a complete design documentation package to enable the wind park construction.
According to the Parties, the Kurgan region has been selected as the project site due to the existing shortage of electric power in the area and an advantageous location, in terms of the wind map, next to the Kazakh steppe areas. Besides, the decision has been greatly influenced by the regional authorities’ support of the Project and a favorable investment climate in the region.
“Lately Minenergo (the RF Ministry of Energy) has been very supportive of the alternative energy development in Russia, says Vladimir Babyak, - it allows us to embark on a project in this challenging and promising area. The first wind measurement results have shown that the professional intuition, knowledge and experience of SoWiTec have helped us make the right decision, regarding the project site selection for the future wind park. To date the construction cost of 1kW of installed capacity, based on renewable energy sources, is about twice as expensive as the same installed capacity cost, based on conventional power sources. However, in the long term the expenses will pay off, due to fuel saving.”
Gerd Hummel, Managing Director of SoWiTec emphasizes that “it has not been a simple decision for the German company to become involved in the implementation of a wind park construction project in Russia. However, Intertechelectro has taken the risk to prove that in a country, rich in all mineral resources, the use of “green” wind energy is possible. Fifteen years ago we took a similar risk in Germany and won. We are very proud to have such a partner and now intend to focus on the implementation of this project in Russia.”
