Viktor Basargin, RF Minister of regional development, visited the Kurgan CHPP-2 site under working trip.
During the visit, the Minister was accompanied by Oleg Bogomolov, governor of the Kurgan region, representatives of the Kurgan region government and «Intertechelectro-New Generation» group of companies.
Minister of regional development got acquainted with the “Kurgan CHPP-2 construction” regional investment project implementation progress. Narkiz Galiaskarov, executive director of LLC “Kurgan CHPP-2”, provided explanations during the site inspection. Now steam and gas turbines foundation building is being finished on the site, main building wall panels and roof are installed, bridge cranes have been assembled which will be used for the equipment installation and plant operation, administrative and auxiliary blocks are constructed, circulation pumping station building is launched, fan cooling tower pool is arranged.
Viktor Basargin appreciated highly the Kurgan CHPP-2 construction project implementation progress: «Construction of such facilities in the crisis period is a demonstrative example of how the Government wishes on power industry development should be realized. This project changes situation with electric and heat power supply of the Kurgan region, changes life quality of the Kurgan people and improves reliability of power supply. We follow with insight implementation of such projects and I’d like to say that this project should become an example for imitation».
Oleg Bogomolov, governor of the Kurgan region said that as of today all scheduled funds from the RF Investment fund have been received and the Kurgan region budget means are laid. «Construction of the Kurgan CHPP-2 shows that all the conditions for realization of large-scale investment projects are arranged in the region», stated governor.
The ministry of regional development delegation visited the «Zaozyornyi» microdistrict, heat supply of which will be provided by the Kurgan CHPP-2. After that a working conference took place where minister of regional development was shown high-priority investment projects implemented in the Kurgan region. Having finished the conference, ministry of regional development and the Kurgan region government signed agreement on interaction and collaboration in regional investment policy.
Agreement on allocation of budgetary outlays from the RF Investment fund and Kurgan region budget for the “Kurgan CHPP-2 construction” regional investment project implementation was signed in September, 2009. It involves allocation of 991,600,000.00 rubles from the RF Investment fund and 336,900,000.00 rubles from the region budget for construction of heat power provision diagram that will be transferred into the region ownership after the construction end.
The Kurgan CHPP-2 will comprise 2 power units, 111 MW each. Each power unit consists of the General Electric 76 MW PG 6111FA gas turbine, Siemens 35 MW SST-400 steam cogeneration turbine and HRSG. The CHPP installed electric output is 222 MW, heat power being 250 Gcal/h. The Kurgan CHPP-2 construction will allow improving the Kurgan region power supply and provide conditions for social and economic development of the city and region.
