Power unit for the Noyabrsk CCGT power plant is approved

Supervisory Board of the non-profit partnership «Market board» has approved power unit monthly feasible payment for the Noyabrsk CCGT PP for year 2010. The station power 1 MW will cost 820,000.00 rubles per month. All the Noyabrsk CCGT PP output will be sold on wholesale electricity and capacity market (WECM).
The Noyabrsk CCGT PP electric output payment request was estimated for economic feasibility according to new policy of NP «Market board». The policy concerns new construction of heat power plants and is based on reference values for capital and operating costs considering a number of factors such as climate, fuel type, power plant installed capacity. Besides, in power unit determination one should also consider the revenue received from electric energy sale on the market one day ahead on the assumption of forecasted values for three years. In the Noyabrsk CCGT PP request estimation it was also taken into account that it’s a «greenfield» project, i.e., built from the very ground in severe conditions of Far North.
Wholesale electricity and capacity market is a critical instrument to provide reliable operation of United power grid of Russia. The market makes it possible for owners to return their money invested in construction of generation facilities thus ensuring electric power supply in full to consumers.
The Noyabrsk CCGT power plant is one of the most innovative facilities of such kind in Russia. The power units comprise the 42 MW General Electric PG6581 gas turbine, HRSG produced by OJSC «ZIO-Podolsk» and 20 MW steam turbine (OJSC «Kaluga turbine plant»). The station installed electric capacity is 122.6 MW, thermal one being 95 Gcal/h.
